Intelligent retry on connection errors in dump and restore

      A connection error in the middle of a dump or restore operation will shut down the whole process. On spotty networks, this can mean that multi-hour jobs are essentially impossible. We should introduce some kind of retry mechanism into mongodump and mongorestore.
