User Story

As a user,
I want to see the playground CTA once I am connect to a cluster,
So that I know what I can do next and explore this life-changing feature.

Acceptance criteria

• When I open the overview/connect screen, if a connection is active, we display the create a new playground CTA
• If no connection is active, there is no CTA
• The CTA includes a tooltip with a one-liner that describes what a playground is
• Design works well with both dark and light themes
• Cliks to the CTA are tracked in Segment
