Fix opening mongodb shell on windows with git bash with an ssl file with a space in it

      Currently we don't pass the connection string as a correct environment variable to git bash. Also, with windows we don't wrap ssl file paths with quotes, so if they have a space in them, or restricted characters we don't resolve properly.
