      Summary

      Update the existing macros WT_ASSERT, WT_ASSERT_ALWAYS, WT_RET_ASSERT, WT_ERR_ASSERT, WT_RET_PANIC_ASSERT to check the value of the diagnostic_asserts added in WT-10041, and use this to determine if the provided expression should be asserted.
