Summary
WT-9734 changed test/format from statistics=(fast) to statistics=(all). This has led to more cache stuck issues which were linked to WT-8054. Its likely that they are not the same root cause as the original failures in WT-8054 do not have statistics enabled. This ticket is a short term change to remove the CI-blocker from WT-8054.
