Evergreen cron jobs ignoring activate: false

      Our rapid-release branch disables the rhel8-ppc buildvariant due to some issues with the RHEL 8 PPC hosts (since resolved in the develop branch) but these jobs are still run in the scheduled builds reporting a lot of failures.

      The BUILD team is currently investigating what can done about this on their end. This ticket is to auto-link these failures and remove the spam from our Build Baron queue.
