Add a home directory argument to the CppSuite

      This is a very overdue change for the CppSuite, currently you cannot provide a home directory on the command line and WT_TEST is used by default, this is problematic when trying to run N cppsuite tasks simultaneously.

      We should add a -h flag to specify the home directory.
