test_checkpoint27: multiple checkpoint scans needed before metadata eviction works

      This was first spotted by David while working on WT-9448. The new test added in that ticket has a workaround that involves performing multiple scans of the checkpoint before metadata eviction works.

      The scope of this ticket is to investigate and find a root cause for the issue.
