Remove certain Evergreen builders for release branches

      WT-10153 explored various approaches to disable Evergreen builders for non-develop or release branches, for both commit builds and periodic builds. 

      Before the new Evergreen feature described in EVG-18405 is implemented, we'll need to apply the "activate" + "tags" approach to achieve the desired effect of disabling the below set of Evergreen builders for release branches:

      • ubuntu2004-perf-tests
      • documentation-update
      • code-statistics
      • compatibility-tests-less-frequent
      • compatibility-tests-daily
      • compatibility-tests
