Here is the basic change needed for the configuration reordering. I took Keith's suggestions about error'ing if it exists at creation and file renaming. However, I'm concerned about the file renaming. We already have a release out there with .basecfg and I changed it to .createcfg. I did not add back-compatibility code to look for the old name. That seemed more painful than the rename is worth, to me. All tests passed, which means we don't have any tests that specifically test config ordering.
