Null pointer in VLCS bulk cursor insert

      Problem description:

      In __curbulk_insert_var, a null pointer passed as the second argument to memcmp will fail on a format UBSAN build.

      Acceptance criteria:

      • Resolve the UBSAN error.
      • Re-enable the format-stress-pull-request-test for UBSan in evergreen.yml (FIXME-WT-10386) and ensure it now passes.
