Now that we are using cmake (and autotools is retired), we should be able to remove bench/workgen/setup.py and possibly lang/python/setup.py.  As an experiment, I made a fresh tree and removed these files, and was able to build and run python tests and workgen.  I feel pretty confident that the workgen/setup.py can be retired.  I'm less confldent about lang/python/setup.py, because there is some special procedure around making a python release, and I don't know offhand if this file is needed.
