The format-abort-recovery-stress-test-nonstandalone test was disabled in WT-9767, enabled in WT-9782, and (accidentally?) disabled again a few days later in WT-10071. It hasn't been running since August 2022. This ticket is to re-enable the test in evergreen.yml and ensure it still works as expected.

Note that this test is not disabled correctly. We still spin up a machine but we only compile wiredtiger and exit. We should look at this sooner rather than later as we are wasting resources.
