This is a follow-up work to WT-9612 to address additional comments raised for the pull request #8721:

• Alphabetize labels and new constants, and move the constants to a better header file.
• Remove unnecessary strings from strings.ok.
• Use a proper constant for an exit code instead of a numerical value.
• Consider updating the synopsis of wt to include -?.
