      The PM-2681 project requires cmake minimum version to be 3.13. This ticket involves updating the cmake minimum version to fit that criteria. This means we must fetch 3.13 version when we do our evergreen mainline testing. This ticket will require to test that the 3.13 works.
      Definition of Done
      The cmake minimum version is bumped to 3.13.
