test tiered: Make test/checkpoint predictable for more than one worker threads

      This is follow on work from WT-9914. Consider adding support for more than one worker thread:

      • There might be a bug in running the test predictably with more than one worker thread. We should fix that and add a test in Evergreen. Even regular test/checkpoint doesn't seem to have a multi-worker test in evergreen, so we might explore adding one for regular runs too.
