Define the interface we are going to use for the C memory model in WiredTiger. Create a branch with the definition and this branch will serve as the base branch as the work to prototype the implementation of some of the algorithms in WiredTiger using the C memory model.

The interface should be clear and easy to follow but it doesn't need to be complete and final as we are only prototyping at this stage.
