Summary

As highlighted in WT-11001, a failure in wttest's failure handler can have unintended consequences on the rest of the test, including:

• Running the next test in the wrong directory
• Not closing the database connection, which by itself may cause the next test to fail

This needs to be cleaned up and handled correctly.
