We've found another way to trigger WT-10551. This ticket is to expand the existing test from that ticket, or create a new test, to cover this more general scenario.

Basically, we don't need to restart WT to see the bug. We can also trigger it if a handle is swept and closed. This comment on WT-10551 has more details.
