Update transaction mod compare to sort correctly when a collator is in use.

      __txn_mod_compare defaults to not sorting transaction modifications when the user specifies a collator. As a result of recent logic added to the prepare resolution path which depends on the modifications being sorted, if a collator is in use we disable an assertion.
