Create a simple spawn host setup script that will extract our test artifacts from the /data/mci folder, and once that's complete notify the user that the host is ready.

This ticket will only deal with the happy path as a first step. We'll introduce error handling in a separate ticket.

Definition of Done:

1. We can enable this script from the Evergreen spawn page
2. After running the script we have the extracted wiredtiger folder in a /data/wiredtiger directory
3. We know the process to add and update this script in Evergreen
