      test/format should be updated to enable/disable the background compaction server. When enabled, we should also randomly stop it and restart it.

      Tasks:

      • Update test/format to randomly enable the background compaction server.
      • When enabled, test/format should randomly stop and restart the background compaction server. 

      Definition of done:

      • test/format can now enable/disable the background compaction server
      • test/format can kill and restart the background compaction server during runtime
