Disable RHEL zSeries builds until disk space issues are resolved.

      We are seeing ongoing out-of-disk-space issues on zSeries machines due to the way the partitions are set up. 

      While machines have been cleaned up on a case-by-case basis (eg BUILD-17713), the underlying issue needs to be fixed (by BUILD-17714 ).

      In the meantime, and to avoid sporadic build failures, this ticket will disable zSeries builds until BUILD-17714 has been fixed. 

      Once BUILD-17714 is fixed, WT-11365 will reenable the zSeries builds.
