For WT-9150 it was shown that WT-11098 was not detected in MSan/ASan builds. The conclusion from that issue is that tests may need to be expand to ensure that as much coverage of wt tool as possible is achieved to identify problems before vendoring into server.

• Identify code paths in wt tool without coverage.
• Determine the cost of adding coverage.
• Add tests to improve coverage where possible.
• Add any such tests to the MSan/ASan build.
