Time out waiting for active evictions to complete before starting checkpoint

      There was an automated test on Windows debug build that timed out in checkpoint waiting for in-flight evictions to complete. The timer is only enabled in debug builds, and waits 4 minutes prior to killing the process. Assuming that 4 minutes is long enough for the evictions to finish, and a process waiting longer is somehow hung or stuck.

      There has been similar prior failures, with additional diagnostic information added in WT-8773 and WT-10197. We should review this failure and check to see if we can understand why the timeout occurred. i.e: was the machine unreasonably slow, or is there an issue in WiredTiger stopping (or effectively stopping) the in-flight evictions from completing.
