verbose04 expects certain traces to be output, but when the tiered hook is enabled this changes the WiredTiger's log output, breaking the expectations of the test.

This is an artifact of the logs produced and not produced by WiredTiger, and doesn't impact the functionality under test (the addition of a new "all" category in the configuration). As such we'll skip verbose04 when running with the --hook tiered configuration.
