for io_capacity, allow a maximum time between background fsync calls

      for example: we configure io_capacity.total=1M, where fsync background takes 10 seconds to work, which is too long.

       

      also, I have a question, why does capacity work thread only work when io_capacity.total>0 is configured, and if so, what is the point of _capacity server threads?

      If io_capacity is not configed, can it be enabled for background fsync?
