In scenarios where a Windows system is under high load and some amount of lock contention is ongoing, file opens can become extremely slow (approx. 40 seconds). This is a performance issue, and is so slow that it's causing test timeouts. A workaround is present in the code (added in WT-12036), and removing that would be part of the scope for this ticket (in addition to whatever bugfix needs to be made).
