Fastpath the 'Q' format.

@michaelcahill, looking at Dimitri's test case this morning, it occurred to me it might be worth fast-pathing the Q format, assuming applications use record numbers as primary keys. Here's the obvious change, but feel free to discard it if you don't think it's worthwhile.
