An improvement to configuration string handling is proposed in WT-11105 and WT-11126. This ticket is to track some ideas that are adjunct or build upon the ideas in those issues to see if they make sense to be incorporated into the final design.

These ideas require a separate design document.

The core adds an intermediate step where the readable configuration stream is transformed into a binary token sequence. This may be in "addition to" or "instead of" the mechanisms proposed in WT-11105 and WT-11126. Though I suspect it will be an amalgam of the different ideas.
