WT-10994 introduced a new error case that prevents opening a bulk cursor inside a transaction.

The documentation is not clear that this is not allowed. This ticket should update the documentation to be explicit about this point.

This ticket should also consider similar updates to the API guide – i.e., if similar failure cases are described there, this one should be as well.
