Re-estimate work during compaction when necessary

After the estimation phase, compaction will set the compact_pages_rewritten_expected variable which is the number of pages we expect to rewrite.

We may do more than what we expected (wrong estimation, more work has been identified, etc) and it might be worth re-estimating the work at this point.

The idea came from this comment. This ticket should investigate if this could be a reasonable thing to do.
