Basic portable futex support

      This is speculative work to provide a cross-platform futex API suitable for use in WiredTiger proof concept efforts, experimentation and Skunkworks.

      While this code is intended to be compatible and readily available for use, it will not be merged with codebase until which time there is a demonstrated need.
