Assert if the aggressive score reaches 100 but we cannot queue pages for eviction for some time

      This is to help debugging WT-11300. If the aggressive score reaches 100 but we cannot queue pages for eviction, the system will stall. Assert in this case to investigate why we cannot queue pages.
