Stop using Ubuntu 18.04 Power Evergreen distro on 5.0

      Ubuntu 18.04 is EOL and we'd like to move away from using the corresponding PPC Evergreen distro. WT-8688 attempted to make the switch to RHEL and looks like build variant "ubuntu1804-ppc-cmake" missed that (it only exists on 5.0).

      We should use this ticket to switch the Evergreen distro to RHEL for this PPC CMake build variant.
