Whenever an application thread spends time on a lock in WiredTiger, it is a bit difficult to identify why the application thread is waiting.

To improve the debugging of lock waits, check if there is any possibility of implementing a verbose_dump_locks similar to verbose_dump_cache to dump the lock information whenever a lock wait time is more than 30 seconds.
