The names of the header files gcc.h and hardware.h are potentially both apparently concerned with memory access, with some gcc/clang attribute wrappers.

Additionally some of the comments especially regarding atomicity should either be updated to reflect modern hardware terminology, or potentially moved to the WT architecture documentation.

This proposes no functional changes, just reorganizing.
