truncating mapped files

      WiredTiger truncates mapped files in some cases (for example, if a checkpoint/snapshot is opened before the live system is "recovered", or if a checkpoint is deleted that allows the file to be shortened while other checkpoints are open in other cursors).

      Truncating a mapped file is problematical on some historic POSIX systems, and disallowed on Windows.
