This is a follow-on work for WT-12554. We should have a more thorough review of our WiredTiger evergreen yml files to find out commands and functions that should be categorized as in the "setup" step, and use the command failure color Evergreen feature to set them so that when the commands/functions fail they are shown in lavender color, easily told from the normal red-colored test failures. This can also enable a more accurate test failure rate calculation based on failure type.
