s_all and its subsidiary scripts no longer reports when it changes files – i.e., when s_clang_format or s_docs change a file that is part of the repository.

This is a problem because an engineer can create a PR, realize after the fact that they forgot to run s_all, run s_all, see no messages other than dist/s_all run finished. Error? 0, assume that s_all didn't change anything, and then fail to commit and push the changes.
