Set --output_user_root in Evergreen setup bazelrc

      Last week we started setting --output_user_root in Evergreen. This was originally done in integrate_bazel.py to stop causing out-of-disk issues in CI quickly, but the proper solution is to set it in a bazelrc file.

      SERVER-88918 tracks the work to enable this in 10gen/mongo. This ticket tracks the work to do the same in wiredtiger.
