Evaluate wtperf and backup needs

      In PM-3561 the backup support in wtperf was expanded from just supporting the "server side" of reading for a backup (to study the impact backup may have on a workload), to supporting actually taking the backup.

      Those real backups only use incremental backup. This ticket should look into whether full-backup-only should be supported as a separate backup option for wtperf. It isn't clear whether we need that or not. The backup code in wtperf is not for testing, so the answer isn't obvious. Do we need to have both/all kinds of backup options in wtperf?
