Upload failing test/model workloads to Evergreen

      Similarly to WT-12900, it would be worth if failed test/model workloads could be automatically uploaded to Evergreen—both the actual failed workload and the reduced workload, if available.

      It would be also worthwhile to cat the reduced workload to the terminal for faster debugging.
