Even though libiconv is a fairly ubiquitous library, especially some of the older systems don't have it.

Given that test/model needs it only for some the rarely-used used option -j for model_verify_debug_log (for loading the debug log from a JSON file), it would be nice if we could build the test just without this option if need be.
