The current build infrastructure includes supports cross compilation support. It can be found by grepping for CMAKE_CROSSCOMPILING.

This is an unknown/unadvertised feature of the build and it is unclear whether or not the functionality works (as it has not obviously been maintained) or whether it is actually needed.

2. Rehabilitate (if needed) or remove according to the results of [1].
