Sometimes we have a lot of small updates on a page but the total size of the page is not big enough to trigger forced eviction. When these pages get evicted, they still spend a long time because the logic of inserting these small updates to the history store is slow.

We should investigate how to improve this. One thing we can do is to trigger forced eviction earlier for these pages by tracking the number of updates on the page.
