Dump extent lists in wt_binary_decode

      We should enhance the wt_binary_decode.py tool so it can dump extent lists (i.e., blocks of type WT_PAGE_BLOCK_MANAGER. 

      Basically this would need to mimic the code from __wti_block_extlist_read().
