Improve testing for history store crash recovery

      Mongodb is deleting this test (SERVER-93028) that tests crash recovery with history store activity. This test reproduced two data corruption bugs: WT-7159 and WT-7426. This test is unreliable, flaky, and has not found any new bugs since it was introduced.

      No tests were added when WT-7426 was committed. We should:

      • Add regression tests for WT-7426
      • Ensure there is sufficient WT test coverage that can suitably replace the test that we are deleting
