Some of the default cache config values does not pass our config checks, e.g. eviction_checkpoint_target, eviction_updates_target, eviction_updates_trigger.

Although they're not currently causing failures as we silently fix illegal configs, our default cache configurations should be reviewed to avoid confusions in the future.
