Prototype an improved eviction module. The goals are twofold:

• Improve the interface the rest of the system uses to interact with eviction, to provide better abstraction of what eviction's data and functionality
• Improve the code organization to reflect the improved module definition.

A reasonable starting point would be the POC branch that separates eviction from the cache (i.e., WT_CACHE).
